Halves skill recharge of spells (Chance: 5-10%)

of Memory
Halves skill recharge on spells of item's attribute (Chance: 10-20%)

How i read it, it only works for Spells, NO other Skill types.
Is that correct?

Hmm, i have been reading all the HCT and HRT mods and inscriptions better.
So, ALL of them only work for Spells, no other Skill types?!

yes, and these modifications can only be applied to caster wands.

Correction - they can be applied only to inscribable wands. If the wand doesn't have an inscription slot, you can't put a wand wrapping on it.

You can put staff wrappings on either inscribable or inherent/oldschool staffs, though.
